Local authorities have limited budgets, and there is ongoing debate about whether any of this money should support community theatres and amateur arts groups. While there are strong arguments for directing funds elsewhere, I believe that modest support for community arts is a worthwhile investment.
Those who oppose such spending make two main points. Firstly, they argue that essential services such as healthcare, public transport and road maintenance affect everyone, whereas amateur theatre interests only a small minority. When a hospital ward is short of staff, spending on a village drama club can seem difficult to justify. Secondly, some believe that if public money is spent on the arts at all, it should go to professional companies, which produce higher-quality work and can attract tourists and income to a region.
However, I would argue that community theatres offer benefits that professional arts cannot. They give ordinary people, including children and elderly residents, the chance to take part rather than simply watch, and this builds confidence and practical skills such as teamwork and public speaking. They also bring together people of different ages and backgrounds who might otherwise never meet, which strengthens a sense of belonging in a neighbourhood. Furthermore, the sums involved are usually small: a grant that covers the rent of a hall or the cost of lighting equipment can keep a group running for years, and much of the work is done by volunteers.
In conclusion, although essential services must remain the priority for local spending, I believe that a small amount of funding for community theatre is justified, because it delivers social benefits out of all proportion to its cost.
Dạng Discuss both views + opinion. Mở bài paraphrase hai quan điểm và nêu rõ ý mình. Thân 1: quan điểm phản đối (dịch vụ thiết yếu ưu tiên; nghệ thuật chuyên nghiệp chất lượng hơn, thu hút du lịch). Thân 2: quan điểm ủng hộ + ý kiến cá nhân (tham gia chứ không chỉ xem, gắn kết cộng đồng, chi phí nhỏ). Từ vựng: limited budgets, difficult to justify, a sense of belonging, a worthwhile investment, out of all proportion to its cost. Lỗi hay gặp: chỉ bàn một phía; nêu ý kiến mâu thuẫn giữa mở bài và kết bài; quên 'local' trong đề (chính quyền địa phương).
